I would say that's it's both normal and not normal. Most people are bullies, from what I've seen. First Is the main bully or the leader of the group, then the secondary bullies that are influenced by the leader. These people tend to be weak, which Is why they follow the leader. Then there's the people who are neither bullies nor are they bullied, and finally the bullied, which may vary. Groups may intermix too. The secondary bullies are more than likely people who have been bullied in the past, they are insecure so they bully easier targets to fain pride and confidence.
