I thought you meant what brand at first, like BMW and Benz for the middle upper class for example and poor people have to drive shitty cars. Regardless, these laws are silly. If they were in effect all the way in the beginning, maybe but still not likely.
People already have a taste of it, taking it away will make them want it more. Tuning it, replacing engines, modding and just driving at 50mph when the law is around.
