Is it normal use of the word "cunt"

I use this word occasionally, especially whilst drunk. In my country, it's sometimes used in relaxed company as a term of neutrality, and even endearment. "This cunt here" or "He's a good cunt".
It can also be aggressive, "What, cunt??". It's a versatile word.
This word is almost never used to refer to women where I'm from. To a lot of people, it's not shocking or rude, but to some it is. And it's hard not to think they should just get over it.
Since the internet is all about cultural diversity (?), how is this word used where you're from? Is it used to refer to women?
I just want to be more clued in on how my obnoxious use of English may affect other people, especially online.

        More aggressive than "fucking".

  • The whole idea of why it is bad, according to feminists, is because it refers to women by their sexual genitalia, which is weird to me due to the fact that "dick" is used to refer to someone in a negative light just as much, if not more, yet is not as controversial to say as "cunt".

    I'm from the UK, so the use of the word cunt is the same as yours, good, bad, civil, aggressive.

    I am not opposed to the word being used, it's just a word, and yet it seems like people put it alongside the label "nigger", which is just absolutely ridiculous.
