You can train specific muscles in your body to make them larger. However fat is completly uncontrollable: You loose it everywhere or gain it everywhere (That's why the cost of a super skinny body is a fatless bone face).
So I'd suggest you spend some time either working out or accepting yourself.

Just what I was going to say. Your best bet would be to try and build some muscle on your target areas.
