Gravity is a Universal force, but it does not 'bind' because gravity works in all directions. If it did 'bind', then the Universe would be a massive singularity, meaning a super giant black hole.
It requires much energy to do much work to overcome gravitational force.
Is it normal to wonder what would happen if gravity was reversed?
