Really dude? It happens a lot with older toilets, they can't flush large loads. You've never been to someone's house and they say "use the other toilet, that one doesn't flush well" or something along those lines? Most homes I've visited are like that.
Well I don't live in a third world country or the back hills of Appalachia. If I have a plumbing issue I fix it. I don't just put up a sign saying no dumping in the toilet. What ghetto are you used to or from?
I guarantee it's way above your price range, hell my toilet is probably worth more than you make in 2 weeks. Don't get a big head just because you're on the high end of lower class and the hole you dug out back for your extended family to poop in hasn't filled up yet.
