The reason your wife said what she did is because your are pushing her to do something she is not comfortable with. Instead of pushing her to do this in the public domain... Why don't you start in a club situation where your wife can receive the desired attention but still feel appreciated? She is feeling understandably nervous and rightly so. She's taking all the risk. What exactly are you doing whilst she flashes strangers to turn you on?????
I'm referring to speciality / fetish clubs of course. Hellfire? Before my time I suspect :)
The clientele tend not to be chatty outside the scene. Depending on where the OP lives they (as a couple) would be able to find something local to suit their needs.
Personally I think the OP (individually) may need something a little bit different than he thinks is required here. His current desire to watch his wife flash in public is masking an all together different need ;)

There are flashing clubs? I mean I've heard of clubs like Hellfire (back in its day), but clubs for flashing?
Perhaps the reason I've not heard of it is the rules- "first rule of flash club is nobody talks about flash club"?
I got to get out more, I'm seriously behind the times.
