I'd say that your thoughts and desires are pretty normal for someone in your situation.
I consider myself to be a rather open-minded person when it comes to sexual things but i'd still advise you to see a psychiatrist about this, unless you haven't already.
If you STILL feel as if you wish to be with him sexually, go for it.
What he did to you was wrong and sick because you were robbed of your innocence, now you have the chance to be in control over it. Maybe you just want closure?
What YOU need to understand is that he isn't worthy of your attention and that you can find something so much better. There could also be the risk of you visiting him and realizing that you aren't interested in doing things with him AT ALL, and that he manages to take advantage of you yet again ...
Another thing you could explore would be ageplay, as in having sexual relationships with people that's older than yourself. People that aren't your Stepfather but rather people that resembles him.
