Well maybe those people can get through their lows in life and become more decent people. Killing them mercilessly and taking away their rights might be justified on a utilitarian perspective, but on many others it would be labeled as genocide.
Enforcing these laws would go against many constitutional rights, and taking these rights away would hinder human progress.
