I once heard in India this is normal, but I wouldn't feel comfortable with it. Just use toilet paper, it's easier as well.
And being old is not an excuse, you can't be so old that you'll die before you run out of the next pack. And even if you do, there's always someone who can use it after you passed away.

No it's not. Indian toilets don't even have water in them.
What they do is splash water from a jug and it cleans better than toilet paper tbh.
