I said gags are risky for us but only because I tickle her to hysterics and she needs to breathe as easily as possible. I also need to hear her so she doesn't hyperventilate and pass out. Much easier to do all this without a gag. But if you buy a high quality gag from a reputable shop it should be safe.
Rope is better than duct tape. Tape is just rude because it may pull at the hair a bit.
Not to mention rope can be rather artistic if you get specifically into shibari.
As for what materials to use, the best thing to do is to have your partner decide what they want to be tied with. After all, they'll be the ones who will be restrained by it.
Bondage isn't exactly about forcing your will on someone else... as much as it's about letting them *surrender* their will.
So when they pick out their own restraints, it can really add a level of thrill, because they know they're actively participating in giving up their control to you.
