It is you who is getting tortured if you can't control the thoughts/urges you are having. I'm not saying though that you should not be punished for it. Im just saying that if a person can get help with out habing to have the maybe harsh consequences then they can stop this behavior before it gets extremely out of hand. The point where someone want to hurt a cat and silence them with their hand, do the same by most likely gagging human being and tying them down then inflicting pain upon them.
What do you do for fun on a regular basis? Someone might drink, do drugs, go to the movies, hang out in bars and clubs, socialize, while other people torture animals. They can argue that they do in fact control their urges. They can say they don't do it all the time, but only twice a day while they're home, and they don't really think about it otherwise. I suppose the amount it affects someone could be dependent on their morals and how bad they feel what they're doing is.
If you say that it's just a "hobby" then you can say that killing people is just a "hobby", that raping women is just a hobby even molesting children. Yeah, doing something as torturing animals could maybe stop you from doing those horrible things but still you're doing something thats horrible. What happens when there are no cats or the urge to do something more horrifying is overpowering that person. Now, not getting some type of help before it gets that far is that person responsibility.
Some people don't want to stop because it makes them feel good. Hurting a living things might be the only real outlet they have to truly express their anger and frustration.
