There's literally not one single white person that feels guilty because of what happened in the 1800's. There are, however, plenty of white people who feel bad about all of the racism that still exists today. One person's "white guilt" is another person's "empathy."
Also, fun fact: I've never heard the phrase "white guilt" used unironically by a person who wasn't extremely racist.
