I somewhat agree, except I think we should expand this policy, however in our Western societies it has to be carefully approached. I don't know how I feel about the government mandating something like that, what I would rather see is good, solid education provided to all citizens, calling for a vote in every nation to limit how many children we can have, and agree on a number. Two would be fair for keeping the population steady, but at this point I think we could use a bit of a decline... would have to factor in the amount of people who wouldn't have children into this equation as well. And maybe make some exceptions for adoption of kids already in orphanages who badly need homes. I imagine it would create a lot of problems at first, many people wouldn't understand how important this is... we don't have all the time in the world either.
It's a complicated political discussion but ultimately I feel that it's important. As controversial as anything resembling eugenics is we need to look at long term benefit to the planet and society as a whole as opposed to the short term benefit of individuals. We've all become so goddamn individualistic we forgot how to care about each other, and look at what a mess things are.
