I don't think the law bears any relation to what's moral at all.
However - my little brother is 19, his girlfriend is 17. She's a sweet, clever, ballsy girl - but she is very clearly a child. It would be wrong for someone older to exploit her mental disadvantage and comparative vulnerability.
If, as someone else said, a child looks like an adult, it's normal to be attracted to them. But for god's sake don't do anything about it. You'd be using the advantage of your age to compromise them in their immaturity.
