That only works if people have the complete freedom to choose where they live, which isn't realistic. The vast majority of people don't have that complete freedom because they face various other pressures, like employment and family and personal finances and the cost of property etc. which are much more important to them than the race of their neighbours, if they indeed care at all about that at all.
