I understand what you are saying, but don't be rude about it. Try to be patient with them if you really find that there is a big difference in interlectual levels, it's your cousin so be nice. As long as someone isn't being ignorant than there is no reason to brush them off as it sounds like you are doing.
To the commenters above, for all you know this person could be dyslexic. That doesn't make them stupid. Whether or not they are intelligent is not for us to judge.
