I'm not American, but I live here, and I think I understand the American culture pretty well. I took a Family Studies class the other term, and we learned that a lot of blacks in America live in the bad neighborhoods because the local governments want them in there. The bad neighborhoods of course will not have good schools, and therefore, the kids seldom get to university. Which means minimal skills, and bad financial situation. It's called the circle of poverty..
The crime rate is high in these neighborhoods not because of the color of the skins of those who live in them, but because they live in absolute poverty.
Spend more money into making these neighborhoods well. You start with the schools first, and you will see major improvements with the people living there.
Skin color and crime, do not go hand in hand. I guarantee you that.
