Yeah, that's why I hate things like this, which ask you to make a judgement on a huge group of people. How on Earth is any person meant to determine whether 3.5 billion people are more manipulative than the other 3.5 billion? Especially since we haven't even met 0.00000001% of them!
I have no idea what goes into being manipulative, if there are many psychological factors, how it occurs, what it actually is. And like you said, if a person truly is manipulative then we wouldn't know they were, would we? (That isn't referring to the point you made about politicians, because in hindsight we can see that many we're manipulating the masses).
Anyway, I don't feel like I could have a debate with anyone over this, because I don't want to come to a conclusion and decide one is more manipulative than the other, when there is a high chance I could be wrong.
Is it normal to think I have the power to manipulate people?
