Definitely paranoid. I doubt there's anything the police could do for you without proof. Take down a license plate number and record the times/areas in which he appears. Could it be possible that this person is just one of your neighbors that likes to hang out in his car? Are you absolutely certain this person also appeared as a police officer? If you can't find any answers then you should talk to a therapist, most likely.
