This is a phenomenon known as ugly-sexy, and it's surprisingly common. While Ramsay doesn't ping my ugly-sexy radar, I've seen plenty of guys who do. Some of them are somehow way hotter than the pretty-sexy ones.
Alan Rickman is a great example. Ohh, and how about that guy from The Walking Dead, the one who plays Daryl? He's incandescently hot even when he's covered in zombie filth.
