Is it normal to think arm tatttoos on women are tacky?

I don't think it's normal. Personally I find tatoos rediculously hot.

And it is a good point, if you've only seen chicks with bad, lame tatoos, then that was your first impression and there hard to change. Just keep your eyes peeled for good tatoos and girls that know how to carry them.
