Actually, several studies have shown that the brain doesn't stop physically developing until our mid-20s. I agree that consent is the focal issue (for any sexual matters, really), but you and the story author bring up a point that's bothered me for a long time.
So we reach sexual maturity at around 13. We reach neurological maturity at around 25 (if such a thing can be quantified, that is). Our age of consent is typically 16-18. The average age of claimed loss of virginity is 17 (in the US). I'm not really sure how to reconcile those numbers, other than that the age of consent and first sexual intercourse are somewhere between 13 and 25.

Consent laws are there to protect the children from the adults--who could easily use their matured cognitive abilities (decision making, impulse control, etc.) to their advantage over a minor to gain a sexual relationship. I don't know if the laws are in place to prevent teens from having sex with other teens.
Is it normal to think Age of Consent laws should be abolished?
