Is it normal to talk to yourself?

I always feel the need to whisper what i'm about to talk before I do so, and I always play the role of the other person too to fix the possible errors while trying to persuade someone or to just make something I say clearer. is this normal? am I going insane?

It is normal. Commonly an issue with younger children who don't get enough attention but they normally grow out of it. I think its harmless but you should probably talk to a therapist.
