I'm sure if you went up to any female stranger who was wearing sandals and had feet which you thought were sexy, and asked her politely if she minded that you photographed her feet (without telling her what your intentions are), you would get away with it, because feet generally aren't sexualised.
There would be no nudity involved and because you have asked permission and they have consented, this is totally above board and legal. If they look at you strangely and say "no", then it's not OK to photograph their feet.
