They are for adults, but obviously wouldn't be for infants not capable of giving consent
In some European countries parents have their baby daughter's ears pierced.
That doesn't make it right and I'd call that physical abuse, but it's not permanent mutilation because obviously the holes will close over if the earrings are removed when she's old enough to decide for herself.
