You need to get it approved, if you go by grants or sponsors that's another issue, you have to account for expenses to keep up the establishment which is already hard enough to do with a profit business. There is a lot that goes into it, and it's not really as simple as "I'm opening up a church tomorrow". You also have to establish it as something you are not getting money off of.

Again you are talking about a nonprofit business. The rules for a church are different.
Sigh. First what country do you live in? Laws there might be different.
