I see that you answered this with your edit. I can understand that you can't flush a trash can down the toilet. But why are people in your country using trash cans for toilet paper in the first place? Wouldn't normal toilet paper be cheaper and more absorbent than a trash can?
However, just for those who don't know, there are countries where due to the plumbing waste pipes being small, paper can clog them up so has to be put in a waste bin.
Is it normal to sniff used toilet paper?

There's a lot of countries that don't have toilets that flush or a functional sewerage system.
I have been to a few of them and I have encountered this 'trash can by the toilet' where you put your soiled toilet paper.
Kind of weird but that's how it is.
