Isn't that pretty much what Omegle is?
My experience of it:
Mostly guys who want to find a girl willing to cyber with him or show him pictures of herself or go on cam with him and touch themselves.
Occasionally it's people who want a casual chat, but they tend to be so boring it feels like it's pointless and goes no where.
Other times it's those spam bots that try and get you to check out a "sexy profile" on some random pay-per-wank website.
And then you get trollers who will yell random insults, usually "You fucking fag" and then disconnect.
