Humans are animals, biologically men are attracted to sexy women and do have fantasy about women's bodies, but again humans are rational and have boundaries and they can think what they want but have no right to act on it (which deservingly is a criminal offense). A man may find women attractive, and fantasize her in his mind thats biology, but they have no right to do anything just based on that, sexual harassment should be most seriously punished and a woman's no should always be taken as a no and respected.
