Yes but the 'talking to', should be first on the list, in all cases.
I mean generally 'boys' do get up to mischief when young (girls too of course, but possibly not as bad when very young) Anyway, they don't stay this way forever because they LEARN through communication and society that its just not accepted. So the talk should still be given to those who don't fully accept it yet.

Just saying, most kids and teenagers won't give two fucks what you say to them about being a good member of the community.
That's why you have to punish them, if you talk to them they'll just tune you out and tell their friends how lame their parents are or something.
Sad, but true.
