I don't think you should regret it because you didn't do it maliciously for one.
The big thing however is that you didn't do it for a reason and it was a good reason for YOU. If you don't want to do something you don't have to justify it to anyone but yourself. You don't even really have to justify it to yourself either you can just not do something and be like, "Oh I just don't feel like it" and that's fine.
If you really want to give him a handy then you can, I'm sure he wont turn down a random make-up handjob but I think it's important for you to understand that no matter why you didn't do it, it's OK. You are not responsible for making him happy and no matter what you said one night if you didn't want to the next then it's fine to say no.
