Is it normal to react this way to unwanted contact?

I was waiting around after work last night, and I'd had a couple drinks after my shifts, and following some drama with my ex, a couple tears might have escaped.
But there was an off duty security guard and a regular customer that were sitting there, both comforting/flirting with me. and the one asked for a kiss on the cheek, and then turned his face at the last second. I pulled away and laughed. He said sorry and asked for an actual kiss on the cheek. so I went for it, and he turned his head again. so I just said "cut that shit out!" And didn't fall for it again. As I stood up to leave, and he ran his hand up my calf and I just stepped back and said my goodbyes.
I didn't think anything of it.. It was harmless, he was drunk, and so was I. I wasn't about to lose it over some harmless (although excessive) flirting, especially when we work at the same place, but the other guy that was there tried to make me feel BAD about it, saying "how are you going to let people touch on you like that" and when I didn't answer he went on about how I must like it... I didn't LET anyone do anything. If I push you, and you decide to ignore it, you didn't LET me push you... You just chose not to react to it. I'm a bartender at a nightclub and that kind of thing happens. Guys kiss you on the cheek when you lean over to tell them the price, customers grab you and try to talk to you when you're on your way to the bathroom... If I got confronted everyone over things like this, I'd be making life very hard for myself. Don't get me wrong, I won't let it happen again. I'm just waiting to see if he understands social cues, before I tell him off/report him for harassment in the workplace.

Is it normal to react the way I did (by not reacting)? Or better yet, is it justified?
