I do that all the time! Mine is partially because I over think. It needs to be perfect, and I never want to start because my ideas aren't ever up to my standards.
Thanks for the comment. I definitely was over-thinking my idea (it was a script for a 30-minute short film) and had unrealistically high expectations. I also need to realize that it takes real time, effort and commitment to produce a quality project of that magnitude - I can't just keep thinking about doing it and it will magically be done some day. I hope we can both overcome this problem :)
