      I would ask the same. I'd understand if it was an Islamic country but Latin.. They wear shorts in all the North Africa, even in Egypt.. Maybe the guy is 60+yo..?

        I lived in the State of Merida. Men don't wear shorts. It would be like you wearing speedos at your local supermarket. I also spent a couple of months in the State of Zulia where it's very hot. 90's even at Christmas. No shorts on men there either.
