Paying for sex isn't a mental illness, but as you seem to think it is, why jail? He's not committing a crime, there are no victims involved, it's a commercial transaction between two consenting adults and nobody's business
What is immoral or lacking in character about a consensual commercial transaction between adults? I think you mean jurisdiction? If so, to me morals are about harming others and character is about having ethics in how one treats other people.
