Bacteria are present in at least "low levels" everywhere. It's been estimated that the digestive tract of a typical human contains about a litre of bacteria, and that's an unimaginably huge number of microbes. It has also been estimated that around half the cells in and on our bodies aren't human, but rather bacteria and other microorganisms. That doesn't mean we're all diseased; it just demonstrates that bacteria are ubiquitous. It also shows that, contrary to what companies who sell cleansing products want you to believe, it is not the case that all bacteria are evil.
Problems only arise when our immune systems have difficulty handling the wrong sort of bacteria in the wrong place.
If you have some sort of easily communicable disease and other people are in the habit of licking the sink or rubbing open wounds or their mucous membranes on the porcelain immediately after you urinate in it, then pissing in the sink isn't a great idea. Otherwise, it's not going to cause problems for anyone.
