As long as you aren't wearing crazy short skirts that would make it completely obvious that you aren't wearing any panties, then yes.
I mean, from a little experimentation (crossdresser here), I find that some skirts just make it harder to pull some panties down to use the toilet or stuff and it does feel freeing to not have anything on down there.
