Why would you choose for your child to be disabled in such a way that it makes life more difficult for the child and everyone else involved in caring for the child?
Nobody I know would ever want a retarded child, but that's different from having a retarded child and accepting the hand you're dealt, being responsible and caring for that child despite his/her disability. Most people can't help but love their own kids, but if they had a choice between their litter being mentally handicapped or not, they'd choose not. Obviously.
