I myself do not have a foot fetish, however I can relate to guys who find feet attractive. I have thought about this and I personally think that a big part of the attraction is the fact that normally the feet of women are covered when they are in public. I guess this adds a lot to the excitement when a guy who is into feet sees them because he normally just wouldn't.
Personally I am not turned on by feet but I do feel it is a turn-off when a woman has hairy, strangely-shaped or very 'rough' feet, but the same applies to hands.
By the way I have always found it funny that you see muslim women going around with their headbands which protect them from guys finding them attractive while they often do expose their feet..
