I think it is normal in the begining but if the relationship is to progress then you should tell them when the time feels right for you, my last girlriend has this and she never told me when we first dated and to be honest when she eventually did I really didn't care...
It doesn't make you a bad person and its not the first thing you want to tell a potential partner so as long as you play safe at the start then i personaly dont see it as a problem.
