Maybe if you just played with her for 2mins, she'd calm down a tad.
Quite obviously this kid is bored out of her mind and no one helping her with all that built up energy.
Try even playing catch, or hide and seek, or anything at all. I mean you yourself may have a 9yo daughter one day. Do Something!
