What he does is his decision. Weed isn't much of a danger when driving, unless you're SERIOUSLY stoned. The likelihood of him hurting someone is much lower than the crap he'll get put through if you tell anyone. Plus, it's not really your business.

if he gets in trouble... too bad. He chose that path, let him pay the price.
