Is it normal to not flirt with girls cuz I'm nervous about next step

I was like you, and it was just because I wasn't ready.
Also, if I did flirt (With a guy) and he flirted back, I'd stop and convince myself I didn't like him, because I was scared of what would be next. It was something unknown and scary.

One day, I was ready. And it didn't feel scary anymore. It might a little bit, it 's just a different kind of scary. an exciting one, a good one!

so i think it's normal, it's just about time, dont rush into things you are not comfortable doing yet :)
