Only in Nevada at least in America. In any case you need to respect the laws of the country you're in. That means if you break it and get caught, you'll be in the papers/news and people will find out.
Sounds to me like the person asking has a girlfriend and if caught she would find out. It's also cheating because they would be performing sexual acts. If he said is it cheating going out to lunch with another woman it wouldn't be. lol. It's a hooker though! I have no issue with the oldest profession in the world, but do it wisely and safe.
Is it normal to not consider a prostitute really cheating?

Prostitutes are legalised/decriminalized in a lot of places. It's a completely unjust law to make hookers illegal.
