If it's a picture showing things done to you, it can be erotic.

Say, you were blindfolded and tied up and it's a picture of you squirming as your partner penetrates you with something.

Of course, technically you'd more likely be masturbating to the memory of what's in the picture than to the picture itself, but since "seeing" it from another perspective than you experienced it may well add to the whole thing.

Heck, if you are young, probably even a normal nude picture that was taken by someone else may have such an effect due to remembering the situation and thinking "what if"...
