You could also tie a couple helium balloons to their dog when nobody's looking, and put it on YouTube. You might even make some money off the video. But then you'll probably spend it all on fines and legal fees.

i guess my sense of humor is sick. i just get all crazy good feeling inside when i see someone scared for their life or in this case the dogs life.
