You sound like a great guy/ girl 🙂 There is nothing wrong with liking your best friends sister. Do whatever you think is best. If you decide to pursue a relationship with her, then it you should talk about it with your friend first. Ask for his blessing, tell him what you feel for her (how you are serious about her), and tell him that if he is against the idea then you won't ask her out.
Also keep in mind that if you and her do start a relationship and then break up, things can be really awkward between you and your friend.
