I would add that he is possibly hoping for some sign that you are interested in him, before he dares ask you for a date. If you are feeling really brave ask him to meet you for lunch or coffee... anything. If you are a little shy at least smile at him and compliment him back enough so that he gets the idea that you like him that way.
Is it normal to like him?
