The scrotum isn't inherently either ugly or attractive. As always, beauty (or ugliness) is in the eye of the beholder.
I have the impression that it's very common for women to express dislike of the scrotum and balls. I have no clue how much of that is due to social pressure making women feel that they _should_ dislike that part of male anatomy and how much is due to them genuinely feeling some degree of revulsion.
I guess some of the dislike might be because that part of a man is so different to what women have there; rather than a neat little package, guys have these things dangling down. It might be kinda like how some women really dislike hairy men and prefer guys whose body hair is as minimal as their own. Some people are very uncomfortable with human sexual dimorphism and find it revolting or threatening for various reasons.
I also wonder how much of women's dislike of testicles really comes down to primal, subconscious fear. Just one of the millions of sperm a typical guy's balls produce in a day can do a real number on her body for nine months, have an enormous impact on the rest of her life, and result in her having to chuck in the trashcan all of the plans for her life she had.
Whatever the case, women expressing disgust for testicles is just as wrong as men expressing their disgust of inner labia that aren't as neat and unobtrusive as the pornstar ideal. That's the best possible parallel, since the foetal tissue that turns into the scrotal sack after an embryo makes the developmental swerve that will result in a baby boy is the same tissue that turns into a baby girl's inner labia.
